PORT AU PRINCE (Haiti), December 16. — Haiti became the 15th nation to qualify for the World Cup soccer finals in West Germany next year when assured of victory in the Concacaf qualifying tournament here last night.

The Haitians, undefeated in four matches of the tournament, were assured of the trip to Germany when their closest pursuers, Mexico, were beaten 4-0 by Trinidad and Tobago.

The Mexicans needed a victory to retain a chance of catching the Haitians. The outcome means that all but one of the 16 berths in the World Cup finals are filled. The final spot will be decided between Spain and Yugoslavia.

The other nations through to next year's final are West Germany, Brazil (holders), Argentina, Australia, Chile, Bulgaria, Holland, Italy, Poland, Scotland, Sweden, East Germany, Uruguay and Zaire.

The North American, Central American and Caribbean zone (Concacaf) was represented by El Salvador in the 1970 finals in Mexico.
